Embakasi North Member of Parliament James Gakuya has sharply criticised the cooperation agreement between President William Ruto and Nairobi Governor Johnson Sakaja, describing it as a potential loophole for corruption and misuse of public funds.
Speaking during a morning television interview on Wednesday, Gakuya questioned the structure of the pact, arguing that Nairobi County already has a planned budget covering the functions outlined in the agreement with the national government.
He likened the arrangement to the former Nairobi Metropolitan Services (NMS) model, claiming there is little difference apart from staff remaining under the county government. According to the MP, the move risks weakening the county administration.
Gakuya further raised concerns over the reported KSh80 billion associated with the deal, saying the source and allocation of the funds have not been clearly explained.
The cooperation agreement, signed at State House, Nairobi, outlines collaboration in areas including refuse management, county roads, markets, housing and water services — functions that fall under county governments as provided in the Constitution.
The lawmaker has now called on the Office of the Auditor-General to closely scrutinise the utilisation of funds under the agreement to ensure transparency and accountability at both levels of government.
The pact has sparked debate among political leaders, with critics warning that it could undermine devolution if not properly structured and monitored.
