Health Cabinet Secretary Aden Duale has defended the Social Health Authority (SHA) system, dismissing claims by teachers’ unions that the programme is failing to provide adequate medical services.
In a statement issued on March 5, Duale responded to threats of nationwide protests by teachers, particularly members of the Kenya Union of Post-Primary Education Teachers (KUPPET), who have raised concerns about access to healthcare under the new system.
The CS maintained that government data shows the system is already serving thousands of teachers and their dependents across the country. According to the Ministry of Health, more than 249,000 teachers and their families have already accessed treatment through the Public Officers Medical Scheme Fund (POMSF) since the rollout under SHA began.
“To set the record straight and dispel any narrative suggesting that teachers are being turned away or denied care, the data speaks for itself,” Duale said.
He added that the large number of hospital visits demonstrates that the programme is operational and benefiting educators across Kenya.
Government data shows that medical claims made by teachers under the scheme have already exceeded Ksh3.5 billion. The services have been accessed in 2,823 health facilities across the country, indicating what the ministry describes as a wide network supporting teachers and their dependents.
Nairobi County has recorded the highest number of claims, with over 30,000 hospital visits valued at approximately Ksh527.7 million. Uasin Gishu County follows closely, registering more than 29,000 claims worth around Ksh463.2 million.
Other counties that have reported significant use of the health scheme include Meru and Bungoma, which together account for tens of thousands of claims. Counties such as Kisii, Kisumu, Nakuru, Kiambu, Trans Nzoia and Kericho have also seen notable uptake as teachers increasingly rely on the cover for treatment.
Despite the government’s defence of the system, teachers’ unions insist the situation on the ground remains difficult.
KUPPET Secretary-General Akello Misori has accused the government of failing to ensure smooth operations of the health scheme, citing system breakdowns, delays in approvals and a limited number of hospitals accepting the cover.
The union has also linked the crisis to suspended services by some private hospitals under the Rural Private Hospitals Association (RUPHA), which claims the government owes healthcare providers more than Ksh30 billion in unpaid claims over the past ten months.
Some teachers have also complained that hospitals are withdrawing from the scheme due to delays in payment and challenges with pre-authorisation and claims processing.
However, Duale has urged teachers to continue using facilities contracted under SHA, assuring them that the government remains committed to ensuring they access quality healthcare services across the country.
