Kiambu Township Member of County Assembly (MCA) Francis Koina has formally requested a detailed statement from the Chairperson of the Sectoral Committee on Transport, Public Works, and Infrastructure Kiambu County.
This request, made pursuant to Standing Order 56 (3), aims to address concerns regarding the ongoing construction of the Kiambu bus park and the proposed modern stalls within the facility.
The construction of the Kiambu bus park, which began in the last financial year, has reportedly undergone significant alterations from its original design.
These changes, allegedly made without the legally required public input, have raised concerns among stakeholders. The initial design included the construction of modern stalls to replace the old ones that were demolished to make way for the new stage.
MCA Koina has outlined several key areas for the Chairperson to investigate and report on. Firstly, he seeks detailed information on the project documentation, including the Bills of Quantity (BoQs), the signed project contract as originally designed, the drawings, the commencement date, contract period, and contract sum.
Additionally, he requests the public participation report that initially informed the approved design of the bus park and the modern stalls.
Furthermore, Koina demands a thorough review of the contract implementation reports as per the BoQs and the contract, including any deviations from the contract and public participation proceedings supporting such deviations.
He also seeks clarity on the reasons for the changes to the original plan, including whether public participation was conducted to approve these changes and the supporting documents for the alterations made.
Lastly, Koina requests information on the certified works thus far, supported by completion certificates, and the amounts paid to the contractor out of the certified works. He also inquires about the outstanding works and whether the remaining contract sum can support the completion of these works.
