Kiambu County has introduced new land development policies, transforming zoning regulations, urban planning, and agricultural land preservation. These changes comply with the Constitution of Kenya, 2010, ensuring that land is used equitably, sustainably, and legally. The government aims to control urban expansion, conserve farmland, and promote food security.

The county government now requires developers to follow the Physical and Land Use Planning Act (PLUPA), 2019 and national building codes. These policies align with Article 66, which empowers the State to regulate land use for public interest, safety, and environmental conservation. Officials will impose heavy penalties on violators, including fines and project stoppages.

To prevent urban sprawl and protect food production, the government mandates that developers allocate parts of their land for farming. Specifically:

  • Urban developments (20–50 acres) must designate 20% for agriculture.
  • Larger projects (above 50 acres) must set aside 30%.
  • Peri-urban developments require 40% farmland preservation.
  • Rural areas must maintain 80% for agriculture.

These policies support Article 60, which promotes sustainable land use and equitable access to land resources. By enforcing these requirements, Kiambu protects food production while encouraging responsible urban expansion.

County officials will penalize those who violate zoning laws by imposing:

  • Fines of up to KSh 500,000 for unauthorized developments.
  • Possible imprisonment for up to two months.
  • Revocation of title deeds for non-compliant land subdivisions.

These measures reinforce Article 61, which classifies land into public, private, and community categories and ensures responsible management. By enforcing compliance, the county protects landowners and investors while maintaining lawful land development.

Kiambu’s leadership, under Governor Kimani Wamatangi, urges developers and investors to align their projects with new regulations. While some view the policies as restrictive, many see them as essential for structured, sustainable, and lawful urban development. The county encourages landowners to adjust their strategies to remain compliant and contribute to responsible expansion.

By integrating constitutional principles, Kiambu is paving the way for organized, sustainable, and environmentally responsible growth.
