The Kenya Kwanza government has issued more than half a million passports in its first three years, even as thousands of Kenyans continue to face delays in the application process.
A report by the Governance and Public Administration (GPA) Subcommittee of the National Development Implementation Committee (NDIC) shows that a total of 514,152 passports have been processed since 2022.
The update, presented during the committee’s 12th meeting at the Kenyatta International Convention Centre (KICC), revealed that uncollected passports have reduced from 90,000 to 56,000 over the past three months. Interior Principal Secretary Raymond Omollo chaired the session, with Parliamentary Affairs PS Dr. Aurelia Rono serving as vice-chair.
The report also highlighted the rollout of the Maisha Number, a digital ID system consolidating critical personal information such as birth certificate details, National IDs, KRA PINs, and Social Health Authority (SHA) numbers. So far, 90,038 Maisha Numbers have been issued in Nairobi, Kiambu, Machakos, and Kajiado counties.
On digitization, the subcommittee announced that more than 22,000 government services have been moved to the e-Citizen platform, with 48 agencies now connected to the Maisha Integrated Database.
Legislative progress was also outlined, with eight bills and policies already approved, while 10 bills and 17 statutory instruments remain under review. Key proposals include the Public Participation Bill, the Whistleblowers Bill, and the Anti-Corruption Bill.
“These bills reinforce the Government’s commitment to strengthening public trust, transparency, and accountability through more active civic engagement,” the report stated.
To boost civic participation, the government has also invested in national radio and TV programs, vernacular outreach, and civil society collaborations across 14 counties.
On security, the report cited ongoing peace and rehabilitation initiatives in the North Rift, including land allocations by the West Pokot County Government for rebuilding Chesegon and Ksaa primary schools.
It further outlined reforms within the police, prisons, and the National Youth Service. These include Phase 2 of salary and allowance reviews, a new medical scheme, titling of police land, and restructuring of select security units.
