2027 elections to cost KSh57.3 billion as treasury cuts leave IEBC with KSh7.6 billion shortfall

The Independent Electoral and Boundaries Commission (IEBC) has revealed it will require KSh57.3 billion to conduct the 2027 General Election, a budget that has already been slashed from the initial KSh61.7 billion.

Appearing before Parliament on Thursday, IEBC CEO Marjan Hussein Marjan said the Treasury has allocated KSh49.75 billion, leaving a deficit of KSh7.6 billion. He warned that the shortfall could significantly affect the commission’s ability to run a credible and seamless election.

IEBC Chairperson Erastus Ethekon added that continuous voter registration will begin on September 29, with constituencies facing by-elections expected to join the exercise after the mini-polls conclude. Commissioner Ann Nderitu explained that the commission is targeting a 70% youth registration rate, with mobilization planned both at grassroots and online platforms.

Director of Legal Services Chrispine Owiye disclosed that IEBC aims to register 6.3 million new voters ahead of 2027. He emphasized that reforms, including separating administrative and election servers and introducing a column for stray ballots in Form 34As, are being implemented to enhance transparency and align with the Supreme Court ruling of 2022.

The commission will also audit the voters’ register eight months before the election. However, CEO Marjan expressed concern over recurring threats to IEBC staff during election cycles, recalling the 2017 killing of ICT Manager Chris Msando, which has left lingering fear within the institution.
