Parliament has raised alarm over billions of taxpayers’ money allegedly wasted on ghost and stalled stadium projects across the country.
On Wednesday, October 1, 2025, the National Assembly’s Public Investments Committee on Social Services, Administration and Agriculture (PIC-SSAA), chaired by Saboti MP Caleb Amisi, grilled Sports Kenya officials over questionable expenditures dating back to the 2014/2015 and 2015/2016 financial years.

Lawmakers also highlighted cost overruns, pointing to Eldoret’s Kipchoge Keino Stadium, whose price shot from Ksh109.7 million to Ksh355.1 million. A fresh Ksh3.5 billion rehabilitation contract has since been floated.
MPs further queried a Ksh24.4 million payment linked to a Moscow football club, irregular PAYE and pension deductions amounting to millions, and lack of land ownership documents for key assets such as Kasarani and Moi International Sports Centre.
“Money deducted from employees’ pay is not your money to hold or divert,” warned Committee member Wambugu Michael.
Tensions rose as MPs reminded officials that proceedings were judicial in nature, warning that providing false information could trigger sanctions.
The Committee resolved to inspect stalled sites, including Kipchoge Keino Stadium, and demanded a full report on all stadium projects from 2015 to date.
“This Committee will not allow billions of public funds to vanish under the guise of stalled projects,” Amisi affirmed.
