NCIC summons Nyeri Governor Mutahi Kahiga over divisive remarks following Raila Odinga’s death

The National Cohesion and Integration Commission (NCIC) has summoned Nyeri Governor Mutahi Kahiga over remarks he allegedly made celebrating the death of former Prime Minister Raila Odinga.

In a statement on Wednesday, NCIC Chairperson Samuel Kobia said the governor’s comments were divisive and in violation of Sections 13 and 62 of the NCIC Act, which outlaw hate speech and ethnic incitement.

“NCIC has noted with grave concern the remarks attributed to Governor Kahiga, made during a public address on October 21, 2025,” the commission stated.

The governor has been directed to appear before NCIC investigators at the Commission’s headquarters at Britam Towers in Nairobi to clarify his statements and aid ongoing investigations.

NCIC also cautioned political leaders to refrain from utterances that may inflame ethnic tensions or undermine national unity, warning that it would take “firm and lawful action” against anyone spreading hate, regardless of political standing.

The summons follow Kahiga’s resignation as vice chairperson of the Council of Governors and his public apology to the family of the late Raila Odinga.

Addressing the press earlier on Wednesday, Kahiga said his remarks, captured in a viral vernacular video had been misinterpreted.

“I want to sincerely apologize to our mourning nation, to Mama Ida Odinga, her children, the ODM fraternity, the Luo Nation, and Kenyans at large,” Kahiga stated, adding that his views did not represent the Mount Kenya region but were personal.
