Kiambu County Assembly Passes Bill for Persons With Disabilities 2024

The Kiambu County Assembly has unanimously passed the Kiambu County Persons With Disability (PWD) Bill 2024, a significant step towards improving the lives of people with disabilities in the county.

This long-awaited legislation, also known as Kiambu County Bills No. 2 of 2024, was championed by Hon. Edward Kinyanjui (MCA, Nyathuna Ward).

“Public participation was crucial,” said Deputy Majority Party Whip, Hon. Francis Koina (MCA, Kiambu Township Ward).

“The bill addresses the concerns raised by PWDs, who expressed experiences of discrimination and requested an empowerment fund. This legislation tackles both issues, while also ensuring their representation in key county government functions.”

Several MCAs expressed their strong support for the bill. Hon. Pacifica Ongecha (MCA, Nominated) lauded the legislation’s alignment with global efforts towards inclusivity for people with disabilities. “This is not just good for Kiambu County, it’s a requirement for the entire world,” she said.

Hon. Rebecca Nyaruai (MCA, Nominated) highlighted the potential economic benefits. “The legislation gives an opportunity to any employer who has engaged services of a PWD to enjoy waiver of charges and fees from the County Government expanding the scope of job opportunities to them,” she explained.

Karuri MCA, Hon. Peter Wainaina, emphasized the importance of the bill. “Disability is not inability,” he stated. “The Board created under this legislation will give PWDs a platform to voice their concerns and ensure they are heard.”

Hon. Ann Wacera (MCA, Nominated) highlighted another key benefit. “This legislation will make it easier for PWDs to acquire new generation disability cards, simplifying access to government services.

The Speaker, Hon. Charles M. Thiong’o, praised the MCAs for their dedication. “You are trailblazers for this noble law that will change the lives of PWDs in Kiambu County,” he said.

He also acknowledged the instrumental roles of Hon. Kinyanjui and Hon. Jacinta Bacha (MCA, Nominated representing the PWDs).

Hon. Kinyanjui expressed his gratitude for the support. “I am overwhelmed by the positive response from my colleagues,” he said. “I am proud that this bill will have a positive impact for generations to come.”

Members of the public from the PWD sector who actively participated in the bill’s development witnessed the vote from the public gallery. This marked a significant victory for their rights and inclusion within Kiambu County.
