IEBC warns boundary review could spark community, religious, and class tensions; commissions begins preparations for nationwide public participation

The Independent Electoral and Boundaries Commission (IEBC) has raised concerns that its upcoming boundary review could spark community, religious, and class tensions across Kenya. The commission says the high stakes involved in redefining constituency boundaries have the potential to fuel disputes if not carefully managed.

In a report submitted to the Constitutional Implementation Oversight Committee (CIOC), IEBC outlined several preparatory steps already taken, including drafting a Delimitation Concept Paper, digitising geospatial data, conducting pilot studies, and forming a Technical Committee to oversee the exercise. Digital tools such as the Boundaries Hub and story maps have also been developed to enhance public participation.

Chairperson Erastus Ethekon warned that the review may not be completed before the 2027 elections due to time and funding constraints, noting that the process typically takes two to three years. Meanwhile, the commission will hold a stakeholder forum in Upperhill, Nairobi, on December 8 to evaluate the recent by-elections, gather feedback, and strengthen electoral processes.
