The Council of Governors (COG), in collaboration with GIZ, has kicked off a four-day high-level consultative meeting aimed at strengthening legal frameworks and resource governance across Kenya’s counties.
The engagement brought together County Attorneys, the Legal and Resource Mobilization Committees, the RM Caucus, and key national government institutions. The meeting was officially opened by H.E. Governor James Orengo, Chair of the Legal Committee, and H.E. Stephen Sang, Chair of the Resource Mobilization Committee, with Attorney General Hon. Dorcus Oduor in attendance.
Leaders reaffirmed their commitment to uphold constitutionalism, enhance legal coherence, and ensure streamlined resource mobilization frameworks to improve service delivery. County Attorneys were recognized as the key legal advisors, tasked with providing independent, timely guidance to prevent illegalities and strengthen governance processes.
COG reiterated its commitment to structured engagements between the Attorney General and County Attorneys, aiming to harmonize legal advisories, enhance joint capacity-building, and support legislative review and policy development at county level.
