A whistleblower who uncovered an alleged multi-billion shilling billing fraud at the Social Health Authority (SHA) has lost his job in what is now raising eyebrows about the fate of reformers in public service.
Andrew Kipkirui Rotich, who served as Deputy Director in charge of Risk Assurance and Forensic Audit, was not shortlisted in a fresh recruitment process despite his central role in unearthing the scandal.
Rotich, alongside fellow deputy directors Halima Gurai Saney (provider management) and Reuben Mutwiri Mutuura (county coordination), had been appointed in April, but a court-ordered rerun of the hiring process saw them locked out.
The development comes barely a month after Health Cabinet Secretary Aden Duale tabled a dossier exposing fraudulent claims worth KSh10.6 billion, leading to the closure of over 1,300 rogue health facilities. Rotich was among the lead auditors who handed the files to the Directorate of Criminal Investigations (DCI).
Meanwhile, the position of SHA’s Internal Audit Director, currently held by Rotich’s supervisor Pariken Sankhei, has also been re-advertised, adding to speculation of internal shake-ups within the authority.
Despite the scale of the revelations, neither the Ministry of Health nor SHA has released updated figures on the actual losses, while the DCI is yet to provide a progress report on the investigations.
