The government has raised alarm over increasing cases of payroll fraud and malpractice in the public service, vowing to take firm disciplinary action against officers involved in unethical human resource practices.
Speaking during the 6th Certified Human Resource Professionals (CHRP) Ceremony at the Nairobi Expo Dome, Jamhuri Park, Public Service Cabinet Secretary Geoffrey Ruku said the ministry had uncovered cases where HR officers colluded with civil servants to alter job groups and salary scales without proper authorization from the Public Service Commission (PSC).
“We are facing serious challenges in human resource management, including absenteeism and manipulation of job grades without PSC approval. Such conduct is fraudulent and will not be tolerated,” Ruku stated.
The CS termed the malpractice an abuse of office that undermines accountability and leads to financial losses in government institutions. He warned that any officer found culpable would face severe disciplinary measures in line with public service regulations.
Ruku urged HR practitioners to uphold integrity, professionalism, and transparency in managing the civil service, emphasizing that ethical leadership remains central to restoring public trust.
During the ceremony, 1,130 new HR professionals were officially certified under the CHRP program, administered by the Human Resource Management Professionals Examination Board (HRMPEB).
He noted that ongoing reforms, including automation of payroll systems and enhanced monitoring mechanisms, will help seal loopholes that have allowed fraud to persist.
“The government is committed to building a transparent and efficient civil service where every shilling is accounted for and every officer earns their position fairly,” Ruku affirmed.
The event brought together HR practitioners, government officials, and representatives from the Institute of Human Resource Management (IHRM), all calling for stronger ethical standards across both public and private sectors.
