Government rolls out mass ID registration in 15 counties after scrapping vetting to ensure equal access

The government has intensified the national identity card registration drive to ensure every Kenyan has equal access to identification and essential public services.

Principal Secretary for Immigration and Citizen Services, Dr. Belio Kipsang, said the exercise is targeting 15 counties, including Garissa, Wajir, Mandera, Turkana, Baringo, West Pokot, Tana River, Kilifi, Elgeyo Marakwet, and Kwale, which have faced delays for years due to past vetting restrictions.

Speaking during a sensitization forum in Kwale, Dr. Kipsang said the new registration guidelines, launched by President William Ruto earlier this year, are designed to end discrimination and simplify the ID issuance process.

He explained that the ID card remains vital for accessing services such as passports, the Social Health Authority (SHA), HELB loans, Boma Yangu, and subsidized fertilizers for farmers.

“The government is determined to ensure that no eligible Kenyan is left out in the registration process. The ID is key to voting, employment, and social inclusion,” said Dr. Kipsang.

He revealed that the government has procured 300 live capture machines to enhance efficiency in ID processing through real-time biometric data capture, including fingerprints and facial images.

Dr. Kipsang added that the waiver of ID replacement fees will enable more citizens, especially the youth, to register as voters ahead of the 2027 General Election.

The new system replaces the old vetting process with a transparent and citizen-friendly approach, supported by innovations such as e-Notification and the Maisha Card, which enhance security, prevent fraud, and improve accountability in service delivery.
