The storm in Kenya’s sugar sector deepened Friday after Kisumu Governor Anyang’ Nyong’o took on the Ministry of Agriculture over its approval of mass layoffs at four State-owned factories.
The Ministry sanctioned redundancy notices for Chemelil, Muhoroni, Sony, and Nzoia sugar companies, a move that could throw thousands of workers out of employment.
In a strongly worded statement dated August 22, Governor Nyong’o condemned the decision, terming it a betrayal of efforts to revive the ailing industry.
“I am shocked and dismayed by the unilateral and ill-advised approval granted by the Principal Secretary for Agriculture for mass redundancies at our state-owned sugar factories. This decision is a direct betrayal of the spirit and intent of the sugar sector revival program,” Nyong’o said.
He demanded that the redundancy notices be withdrawn immediately, warning that the move risked destabilizing the sector.
Leasing Dispute
According to the notices, the layoffs followed the government’s decision to lease the factories to private investors. But Nyong’o insisted that retrenchment was never part of the original leasing plan, which was meant to boost efficiency while protecting workers.
“The goal was to create a sustainable future, not to dismantle the existing workforce. This approval for mass layoffs fundamentally contradicts that promise and threatens to destabilize the very sector we are trying to save, and is a recipe for chaos,” he added.
Concerns Over Timing
Nyong’o also accused the government of acting in bad faith by issuing the notices before clearing longstanding salary arrears and dues owed to workers.
“What is more appalling is the timing of this decision. It is a matter of public record that the national government has a long-standing commitment to pay the outstanding dues and arrears owed to these long-suffering workers. To approve their termination before this solemn debt has been settled is not only unjust but morally reprehensible. It adds a grave insult to an already painful injury,” he said.
The Governor called on the National Treasury to urgently release funds to settle the arrears and urged the Agriculture Ministry to convene a consultative meeting with all stakeholders to chart a humane way forward.
