Governor Sakaja unveils six-month amnesty for Nairobi unauthorised buildings, allowing registration without penalties under strict compliance rules

Property owners in Nairobi have been given a six-month window to register unauthorised buildings without facing penalties, following a new amnesty announced by Governor Johnson Sakaja.

The initiative, under the Nairobi City County Regularisation of Unauthorised Developments Regulations, 2025, allows developers, property owners, and occupiers to bring unapproved developments into compliance. Applications can be submitted via the Nairobi Planning and Development Management System (NPDMS) or in person.

County officials will review submissions and grant conditional approvals with clear steps to full compliance. Once conditions are met, applicants will receive a certificate of compliance, and the property will be officially recorded.

Certain structures are excluded from the amnesty, including buildings on riparian zones, public lands, protected areas, unsafe structures, and those violating court orders. All submissions must be certified by registered planners, architects, or engineers, who will be held accountable for negligent or false declarations.
