Governors suspend Senate CPAC appearances over intimidation claims

Governors have resolved to suspend appearances before the Senate County Public Accounts Committee (CPAC), citing intimidation and public humiliation during oversight hearings.

Speaking during the ongoing Governors’ Retreat, the Council of Governors (CoG) accused some Senate committees of conduct they say undermines the dignity and authority of county leaders. The council raised concerns over what it described as hostile and unfair treatment of governors while accounting for county operations.

The governors further agreed they would only appear once before the Senate Public Investments Committee per audit cycle, arguing that the move would streamline accountability and prevent repeated summons.

The CoG alleged that some senators had turned oversight sessions into intimidation platforms, with claims of extortion and witch-hunts being raised.

CPAC is mandated to scrutinise audit reports from the Auditor-General and question county executives over public expenditure.

Several recent hearings, including those involving Bungoma, Tharaka Nithi and Garissa counties, were cited as examples of increasingly tense engagements.
