Justin Muturi accuses President Ruto of weaponizing Cybercrimes Law to silence Gen Z voices and suppress dissent online

Democratic Party leader Justin Muturi has accused President William Ruto’s administration of weaponizing the newly signed Computer Misuse and Cybercrimes (Amendment) Act, 2025 to stifle public dissent and criminalize online expression.

In a strongly worded statement issued on Friday, Muturi claimed the government’s intent was not to curb cybercrime but to suppress free speech, particularly among the country’s outspoken youth.

“This is not a law against criminals. It is a law against courage,” Muturi said. “It was crafted to silence Kenyans who dare to question authority and to intimidate a generation that speaks truth to power.”

The former Public Service Cabinet Secretary argued that the law targets Gen Z activists, whose online mobilization and fearless activism have reshaped Kenya’s political conversation.

“This legislation wasn’t written for hackers or fraudsters,” Muturi said. “It was written for citizens especially the Gen Zs who have shown they can organize without tribal politics or party funding. The government is simply afraid of their unity and influence.”

Muturi described the amendment as “a digital extension of dictatorship,” urging young Kenyans to see it as a direct attack on their constitutional rights.

However, President Ruto defended the legislation while addressing mourners in Laikipia during the burial of the late Police Inspector General Douglas Kanja’s father.

Ruto said the government’s goal is to protect Kenyans from online harm, radicalization, and cyberbullying, which he described as emerging threats to the nation’s moral fabric.

“The law responds to real dangers that have destroyed lives and reputations,” Ruto said. “We must protect our people from online manipulation, extremism, and digital abuse while upholding constitutional freedoms.”

Muturi, however, dismissed those remarks, insisting the law is an act of fear by a government that has “lost the moral authority to lead.”

“This law is not a shield for citizens, it’s a confession of fear by failed leadership,” he said.

The new cyber law has sparked intense public debate, with critics warning it could be used to monitor, censor, or prosecute Kenyans for expressing opinions online.
