The Kenya Civil Aviation Authority (KCAA) has announced a month-long suspension of licensing services for aviation personnel as it transitions to a fully automated system.
The temporary shutdown, which took effect on Friday, August 22, affects the licensing of pilots, aircraft maintenance engineers, air traffic controllers, and flight dispatchers.
In a statement, KCAA said the closure of its Personnel Licensing (PEL) Department will pave the way for a digital overhaul aimed at eliminating duplication, improving efficiency, and delivering faster services to applicants.
“KCAA wishes to inform stakeholders that the Authority has, with immediate effect, temporarily suspended operations of the Personnel Licensing (PEL) Department for a period of 30 days to facilitate the transition to a fully automated licensing system,” the statement read in part.
Digital Transformation
The regulator noted that the new system will include computer-based examinations to improve transparency and strengthen integrity in the licensing process.
KCAA also acknowledged that the suspension may raise concerns among stakeholders and announced plans to launch a feedback platform next week. The channel will allow industry players to anonymously share recommendations, complaints, and reports of irregularities tied to the licensing process.

The PEL department plays a critical role in certifying aviation professionals, renewing licenses, and overseeing training standards.
KCAA reassured stakeholders that the reforms will reinforce safety, trust, and growth in Kenya’s aviation sector.
