KDF Raises Red Flag on Terror Financing as Global Scams Infiltrate Banking Systems

The Kenya Defence Forces (KDF) has sounded the alarm over the growing threat of terrorism financing through global banking networks and the dark web, warning that criminal groups are becoming increasingly sophisticated in their financial dealings.

Speaking on Monday during the launch of a specialised training programme on countering terrorism financing and money laundering, Major General John Nkoimo, representing Defence Cabinet Secretary Soipan Tuya, urged for urgent, multi-agency collaboration to counter the evolving threat.

“We must be cognisant that today’s threats continue to evolve rapidly. Terror organisations are becoming more sophisticated in their financial dealings, exploiting weak international banking systems,” said Nkoimo.

He noted that terrorists are using cross-border financial networks to move funds discreetly, fuelling operations that endanger lives and destabilise entire regions. Nkoimo called for capacity building, tighter legal frameworks, and coordinated international action as the most effective tools in disrupting such networks.

According to the Ministry of Defence, only a harmonised, global response can match the speed and scale at which terrorism financing is evolving. This includes stronger intelligence sharing, legal expertise, and real-time tracking of suspicious financial activity.

The warning comes just weeks after President William Ruto signed into law two crucial pieces of legislation aimed at sealing financial loopholes and strengthening oversight mechanisms.

The Insurance Professionals Act sets strict qualification, licensing, and disciplinary standards to root out unqualified players in the insurance industry. It is expected to restore public confidence and align Kenya’s insurance sector with global benchmarks.

Meanwhile, the Anti-Money Laundering and Countering the Financing of Terrorism (Amendment) Act, 2025 introduces sweeping reforms that target criminal misuse of Kenya’s financial and real estate sectors.

Key provisions in the law include tighter regulation of property transactions, greater transparency in ownership of shell companies, and increased reporting obligations for banks and financial institutions. It also enhances enforcement agencies’ powers to freeze or seize suspicious assets more swiftly.

The government hopes these reforms will stem illicit financial flows and enhance Kenya’s standing with global watchdogs like the Financial Action Task Force (FATF), which monitors compliance with international anti-money laundering (AML) and counter-terrorism financing (CFT) standards.
