A section of Kenyan legislators led by Nairobi Senator Edwin Sifuna has given Health Cabinet Secretary Aden Duale 48 hours to resign, citing massive fraud claims at the Social Health Authority (SHA).
The lawmakers, who operate under the rising political group Kenya Moja, warned that failure by Duale to step down would trigger an impeachment motion.
“If in the next 48 to 72 hours Honorable Duale does not resign, we are looking at impeachment as one of the possible avenues to ensure he is removed from office,” said Kitutu Chache South MP Tonny Kibagendi.
The group, which also included Bomachoge Borabu MP Obadia Barongo, Kitutu Masaba MP Clive Gisairo, and Funyula MP Wilber Oundo, further demanded the resignation of SHA chair Abdi Mohammed and CEO Mercy Mwangangi. They accused the two of failing to safeguard public funds.
The MPs claimed Duale, alongside individuals linked to State House, orchestrated fraudulent activities at the Authority. They pointed to reports of irregular payments, including funds allegedly wired to ghost health facilities.
“The chief architects of this scheme are Honorable Duale and the people at State House. Duale and his associates should not try to hoodwink Kenyans or divert their attention,” Kibagendi charged.
However, Duale has insisted he is leading efforts to clean up the Authority. On Monday, August 26, he revealed investigations had uncovered schemes such as upcoding, falsifying medical records, inflating outpatient visits into inpatient admissions, and billing for non-existent patients.
He added that claims worth Ksh10.6 billion had been rejected after being flagged for fraud or non-compliance. Duale further announced a crackdown on facilities implicated in the scam.
But his disclosure has sparked more controversy. Soon after, SHA’s public payment portal and the Kenya Master Health Facility Registry (KMHFR)key tools used to track disbursements, were pulled down, fueling claims of a cover-up within the Ministry of Health.
Despite mounting political pressure, Duale has vowed to stay the course and push ahead with reforms, accusing “a well-orchestrated scheme by some groups, including sections of the media” of undermining the government’s agenda in the health sector.
