Kiambu County Assembly has introduced a new bill aimed at transforming vocational training and expanding employment opportunities for the county’s youth. The Kiambu County Vocational Education and Training Bill, 2025, was tabled for its first reading this week and has been referred to the Sectoral Committee on Youth, Sports and Social Services for public participation and stakeholder review.
Nominated MCA Hon. Rebecca Nyaruai Kiai, sponsor of the Bill, described it as a “transformative framework” designed to strengthen skills development, modernize vocational institutions, and improve employability for young people across all 12 sub-counties.
The legislation proposes the creation of a County Vocational Training Authority to regulate training institutions and ensure compliance with national TVETA guidelines. It also calls for industry-aligned curricula, enhanced internship and apprenticeship programmes, and a Vocational Training Development Fund to support infrastructure, bursaries, and graduate start-up toolkits.
The Bill emphasizes inclusive access, targeting women, persons with disabilities, and under-served wards through Skills Hubs and Mobile Training Units. Hon. Kiai said the law seeks to strengthen economic transformation, foster innovation, and provide meaningful employment pathways, stressing that public hearings will allow residents and stakeholders to refine the legislation.
“Every voice will be important in shaping a stronger future for our young people,” she noted, reaffirming the Assembly’s commitment to laws that empower families, communities, and the county’s growth trajectory.
