Kiambu MCA Josephine Agingu to fast-track community library bill

Kiambu County is set to see a boost in literacy and access to knowledge after Hon. Josephine Agingu, a specially elected Member of the County Assembly (MCA), pledged to fast-track legislation to establish a policy framework for county library services.

During a Plenary Session on March 10, 2026, Hon. Agingu made the announcement after seeking a statement from the Chairperson of the Sectoral Committee on Education, Science, and Research regarding the current status of library services in the county. The request was driven by concerns over limited access to library facilities, despite a resolution from the Second Assembly urging the County Government to establish community libraries in every Sub-County.

Responding to the statement request, Education Committee Chairperson Hon. Lawrence Mwaura informed the Assembly that the county currently lacks any legal or policy framework governing library services. “Hon. Chair, I would like to implore my fellow Member to come up with legislation or a legal framework to assist in the establishment of community libraries. As of now, there is none,” said Hon. Mwaura.

In response, Hon. Agingu assured the House that she would spearhead the development of the necessary legislation and consult key stakeholders to ensure the operationalisation of community libraries. “I would like to assure this House that I will fast-track a bill and reach out to all stakeholders to have operational community libraries established by the county government to promote part of our education system,” she said.

The proposed legislation is expected to expand access to reading materials, promote literacy among learners and the general public, and enhance opportunities for lifelong learning, cultural engagement, and access to knowledge resources.

If adopted, the framework will provide clear policy direction for the management and expansion of library services, while strengthening accountability in achieving the county’s library development targets. Residents stand to benefit from improved library access in all Sub-Counties, supporting educational growth, cultural enrichment, and a more informed community.

The initiative aligns with the county’s broader education agenda, emphasizing the importance of equitable access to learning resources and promoting a culture of reading across Kiambu.
