Kiambu Senator Karungo wa Thang’wa has announced plans to introduce amendments to key laws aimed at increasing transparency and public trust in the Directorate of Criminal Investigations (DCI).
In a statement shared via his X account on Friday, December 6, 2024, Senator Karungo revealed that the proposed changes target the National Police Service Act, Traffic Act, and Public Order Act. The amendments seek to mandate the visible branding of all DCI operational vehicles with the DCI logo, contact details, and unique identification numbers.
“These amendments will compel all DCI operational vehicles to be visibly branded with the DCI logo, contact details, and unique identification numbers, ensuring consistency and transparency,” stated Karungo.
The senator emphasized that branding DCI vehicles would bolster their credibility and authority, making them easily identifiable during operations and fostering public trust.
“Branding DCI vehicles offers numerous benefits to both the officers and the public. For officers, it enhances their credibility and authority, ensuring they are easily identifiable and fostering trust during operations. It reduces the risk of criminals impersonating law enforcement and strengthens public cooperation,” he explained.
Karungo added that for civilians, branded vehicles provide reassurance, promote transparency, and reduce the risk of being targeted by imposters. He also noted that the move aligns with global best practices for law enforcement visibility and accountability.
The senator highlighted the practical implications of his proposal, stating that branded vehicles would improve interactions between law enforcement and the public.
“When stopped by a branded vehicle or Subaru, you will confidently comply with officers of the law. But when approached by an unmarked Subaru, do everything you can to stay safe because those are likely thugs,” he said.
Senator Karungo’s remarks came a day after he and former Limuru MP Peter Mwathi were questioned by the DCI regarding chaos at a funeral in Limuru. While addressing the issue, the senator stressed the importance of accountability in law enforcement to prevent such incidents in the future.
The proposed amendments aim to promote safer and more transparent interactions between the DCI and the public while reducing instances of impersonation and misuse of authority.
