Kiambu tables 2026 budget blueprint

The Kiambu County Assembly has formally begun the process of shaping the county’s 2026/2027 budget after the County Fiscal Strategy Paper (CFSP) for 2026 was tabled before the House.

Leader of Majority Hon. Godfrey Mucheke presented the crucial policy document during a plenary session chaired by Speaker Hon. Charles M. Thiong’o. The Speaker subsequently committed the paper to relevant sectoral committees for scrutiny, marking the start of a detailed review that will influence funding priorities across departments.

The CFSP outlines Kiambu County’s fiscal framework and sets out strategic priorities for the upcoming financial year. It provides spending ceilings that will guide the preparation of the 2026/2027 budget estimates. The tabling of the document is in line with the Public Finance Management Act and the Assembly’s Standing Orders, which require counties to outline their policy direction before finalising budget allocations.

Sectoral committees now have 14 days to interrogate the proposals, assess departmental priorities and engage stakeholders within their respective mandates. Their findings and recommendations will then be forwarded to the Budget and Appropriations Committee (BAC).

The BAC is expected to consolidate the various committee reports into a comprehensive document for debate in the House. Members of the County Assembly will then deliberate on the recommendations and may adopt the report with or without amendments. Once adopted, the resolutions will effectively determine the fiscal direction and policy focus that will guide the drafting of the final county budget.

In a move aimed at enhancing transparency and inclusivity, the Assembly has invited members of the public to submit written memoranda on the proposed CFSP by March 11, 2026. Residents can access the document through the Kiambu County Assembly website.

Public participation remains a constitutional requirement in the budget-making process, and county leaders have urged residents, professionals, civil society groups and business stakeholders to take advantage of the opportunity to give input.

The CFSP process is a key milestone in Kiambu’s financial planning calendar, as it sets the tone for development priorities, service delivery targets and resource allocation in the next financial year. The coming weeks will therefore be critical in determining how the county balances competing needs within available resources.
