Lawmakers have raised concerns over the prolonged delay in releasing pension benefits to retired employees of various state agencies, demanding accountability from the Treasury and the Retirement Benefits Authority (RBA).
During a Finance and National Planning Committee sitting, members of Parliament questioned Treasury Cabinet Secretary John Mbadi and RBA officials for failing to ensure timely payment of retirement benefits, leaving many former workers struggling years after leaving service.
Committee Chair David Mboni (Kitui Rural) said the delays have caused unnecessary suffering to retirees who had contributed to pension schemes faithfully during their years of service.
“We share the same pain as legislators for people whose pension payouts are stuck. If employees and their agencies made contributions, where is the money?” Mboni questioned.
Karachuonyo MP Andrew Adipo faulted the RBA for taking the issue lightly, terming it a national disgrace. “Someone retires after years of service only to be told there’s no money that’s unacceptable,” he said.
Butula MP Joseph Oyula added that pension beneficiaries should receive clear breakdowns of their expected payments before retirement to avoid confusion.
Responding to the concerns, RBA Chief Executive Officer Charles Machira revealed that the National Water Conservation and Pipeline Corporation (NWCPC) failed to remit employee contributions on time, creating a deficit that breached the required 100 percent funding threshold.
He explained that the issue stemmed from the reorganization of water agencies after sector reforms, which left some obligations unfulfilled.
Committee Chair Mboni directed CS Mbadi to return before Parliament on October 23, 2025, with a detailed report showing employee and employer deductions and explaining why the payments have been delayed for so long.
The lawmakers maintained that pensioners deserve transparency and timely access to their hard-earned benefits.
