National Assembly to examine creative economy support bill amid debate over its classification as a money bill

National Assembly Speaker Moses Wetang’ula has directed the Finance and National Planning Committee to scrutinize the Creative Economy Support Bill, amid questions on whether it qualifies as a Money Bill.

Sponsored by Migori Senator Eddy Oketch, the bill seeks to establish a Creatives Fund and a credit guarantee scheme to support artists and creatives. The fund would be financed through parliamentary appropriations, grants, and donations, with disbursements regulated by the relevant Cabinet Secretary.

Wetang’ula emphasized that while the bill will be read a First Time, Parliament must pay close attention to constitutional provisions, particularly those concerning Money Bills.

The bill highlights the creative sector’s contribution to Kenya’s GDP, job creation, taxation, and global economic participation. Senator Oketch noted that creatives have historically been sidelined but now outpace other sectors, necessitating systemic support.

Key proposals include the formation of a Creative Industry Guild, training and capacity-building programmes, and financial inclusion mechanisms for creatives under 35 who have not previously benefited from government support. The Cabinet Secretary will oversee regulation implementation, ensuring transparency, accountability, and county-level engagement.

Senator Oketch said the bill provides a structured framework to harness social media-driven creativity, boosting Kenya’s cultural and economic growth.
