National Police Service announces fresh recruitment of 10,000 Police Constables from November 17 after court declares NPSC exercise unconstitutional

The National Police Service (NPS) has announced a fresh nationwide recruitment of 10,000 police constables, set to begin on November 17, just a day after winning a legal battle against the National Police Service Commission (NPSC).

In an advert published on Friday, NPS said all interested applicants must fill a prescribed form available on the NPS and MyGov websites or at Huduma Centres. They are required to present the completed forms alongside their academic certificates, national ID, and birth certificate at designated recruitment centres when the exercise begins at 8:00 am.

According to the service, applicants must be Kenyan citizens aged between 18 and 28, possess a minimum KCSE grade of D+ (with at least D+ in English or Kiswahili), be physically and medically fit, and have no criminal record. Female candidates must also not be pregnant during recruitment and training.

This recruitment follows Thursday’s ruling by the Employment and Labour Relations Court, which declared that the NPSC lacks constitutional authority to recruit, promote, or dismiss police officers. Justice Hellen Wasilwa ruled that recruitment powers lie solely with the National Police Service, declaring any process initiated by the NPSC as “null and void.”

The judgment invalidated Legal Notice No. 159 of September 19, 2025, and permanently barred the NPSC from conducting any future recruitment exercises. The earlier NPSC drive, which sought to enlist 10,000 officers between October 3 and 9, was consequently halted.

Inspector General of Police Douglas Kanja welcomed the ruling, saying the new recruitment is timely given the shortage of personnel due to natural attrition and retirements.

“This initiative could not have come at a more critical time. With personnel numbers dwindling, the recruitment of 10,000 new constables is both timely and necessary,” said the IG.

The new exercise is expected to restore order to the recruitment process and ensure transparency under the direct supervision of the National Police Service.
