Karungo wa Thang’wa has tabled a motion in the Senate seeking to establish a comprehensive policy framework to guide the development and adoption of Artificial Intelligence (AI) and emerging technologies in Kenya.
The motion, presented on Thursday, April 2, 2026, calls for a coordinated national approach to harness the opportunities presented by the Fourth Industrial Revolution, which is rapidly transforming economies across the globe. It highlights the growing importance of technologies such as AI, blockchain, and financial technology in driving innovation, productivity, and job creation.
According to the proposal, Kenya has already made notable progress in digital infrastructure and mobile innovation, positioning itself as a potential leader in Africa’s technology-driven future. The motion seeks to build on these gains by aligning national efforts with global and continental strategies.
It is anchored on the African Union’s Continental AI Strategy, which promotes ethical, inclusive, and responsible use of artificial intelligence across member states. Additionally, the motion aims to support the implementation of the Kenya National Artificial Intelligence Strategy 2025–2030 through legislative backing and policy alignment.
Among the key proposals is the promotion of research and development of locally relevant AI solutions to address Kenya’s unique challenges. The motion also calls for the establishment of ethical guidelines to ensure responsible use of AI technologies while safeguarding public interest.
Further, the proposal recommends the creation of innovation-friendly regulatory sandboxes to allow controlled testing of emerging technologies. It also emphasises the need to strengthen partnerships between the public and private sectors to build digital skills and support innovation ecosystems.
Education is also a central pillar of the motion, with a push to integrate AI and coding into the national curriculum to prepare young people for opportunities in the digital economy.
Senator Thang’wa urged stakeholders across government, academia, private sector, and the youth to support the initiative, noting that collaboration will be key in positioning Kenya competitively on the global stage.
The motion comes at a time when countries worldwide are racing to adopt AI-driven solutions to improve service delivery, enhance efficiency, and unlock economic growth.
If adopted, the proposal could shape Kenya’s long-term technological direction and strengthen its role as a regional innovation hub.
