The Social Health Authority (SHA) has introduced a new system to help Kenyans recover funds lost through overpayment or erroneous premium contributions. The initiative, unveiled on Thursday by SHA Chief Executive Officer Mercy Mwangangi, is designed mainly for members who make their monthly payments through mobile money platforms.
To qualify for refunds, affected contributors will be required to submit copies of their mobile money transaction statements, their national ID or passport, and a signed letter addressed to the SHA CEO. Applicants may email scanned documents or deliver original copies to the nearest SHA County Office or Huduma Centre. The authority has urged Kenyans to ensure all documents submitted are clear and legible.
Mwangangi emphasized that refunds will only be processed after a thorough verification exercise. Members experiencing challenges with the process can seek assistance at SHA offices or reach out via the toll-free number 147.
The announcement comes amid rising tensions within the health sector, with county governors accusing SHA of delaying the release of funds meant to compensate counties for services rendered. On Wednesday, the Council of Governors (CoG) warned that the delays had pushed public hospitals into a Ksh32 billion debt, crippling key services across devolved units.
Governors also criticized the Ministry of Health for allegedly making unilateral decisions that affect county health operations, arguing that upgrades of hospitals to higher levels although beneficial carry significant financial implications for devolved units.
