US warns African and Caribbean officials over Cuban doctor program, Kenya among countries under scrutiny

The United States has announced visa restrictions targeting government officials from Africa, the Caribbean, and Brazil accused of participating in what Washington calls Cuba’s “coerced forced labor export scheme” involving medical professionals. Kenya, which previously hosted Cuban doctors, could be affected.

US Secretary of State Marco Rubio, in a statement on Wednesday, said the sanctions will apply to African, Cuban, and Grenadian officials allegedly complicit in the program.

Kenya joined the Cuban doctors’ initiative in 2018 under former President Uhuru Kenyatta. The arrangement brought dozens of Cuban specialists to Kenyan hospitals while sending Kenyan medics to Cuba for training. It ended in 2023, with the government citing high unemployment among local doctors and the need to address domestic healthcare challenges.

“The State Department is taking steps to impose visa restrictions on several African, Cuban, and Grenadian government officials complicit in the Cuban regime’s coerced forced labor export scheme,” the statement read. “Countries that are complicit in this exploitative practice should think twice.”

According to the US, Cuba’s medical mission sends doctors abroad at high prices, with most earnings kept by the Cuban state rather than the doctors. Washington claims the system benefits Cuba’s political elite while reducing healthcare access for its citizens.

The statement urged governments to pay doctors directly instead of routing funds through Havana, which the US described as “regime slave masters.” It also called on nations supporting democracy and human rights to confront what it sees as the Cuban regime’s oppression.

While the list of targeted officials remains undisclosed, Washington hinted at ongoing engagement with governments and possible future action.

The Cuban medical export program, in place since 1959, has been a vital source of foreign currency for Cuba. However, US officials, including Rubio, have labelled it exploitative, saying it “enriches Cuban officials and deprives the Cuban people of essential medical care.”
