Senators have urged the Ethics and Anti-Corruption Commission (EACC) to investigate Nakuru Governor Susan Kihika’s administration over stalled projects worth billions of shillings and questionable payments to private law firms.
Documents tabled before the Senate Public Accounts Committee (PAC) on Wednesday showed the county could not account for Ksh7.8 billion in incomplete projects, including a Ksh1 million market toilet that has remained unfinished since 2019.
“What happened to this toilet, just worth Ksh1 million, that has stalled since 2019?” PAC chair and Homa Bay Senator Moses Kajwang’ asked.
Governor Kihika, in her response, said she did not want to mislead the committee with incomplete information.
Senators also raised concerns about Early Childhood Development (ECD) toilets that have stalled for years, questioning how pupils were coping without facilities.
“So, are the pupils using bushes to relieve themselves?” Taita Taveta Senator Johnes Mwaruma posed.
Kihika explained the facilities were meant to reduce pressure on existing toilets since younger learners had been sharing with older pupils. She promised to provide a detailed report.
The governor further faced scrutiny over Ksh22 million paid to private law firms without approval from the county attorney or supporting contracts.
“They have a county attorney, but they went ahead illegally to hire private law firms. They are yet to provide documents,” the Auditor-General’s office observed.
Kihika, pressed on the issue, questioned the absence of the county attorney from the session.
The committee also flagged Nakuru County for operating without critical financial structures, including a County Public Service Board, Audit Committee, Chief Officer of Finance and a qualified Head of Accounting Services.
“How do you appoint a head of accounting services who is not an ICPAK member, yet he supervises CPAs?” Senator Kajwang’ asked.
The senators warned that the county’s failure to account for billions and follow financial laws exposed taxpayers to massive losses.
