Kiambu Assembly passes Ksh25.17 billion budget

The Kiambu County Assembly has approved a Ksh25.17 billion budget for the 2026/27 financial year, setting the stage for increased investment in roads, healthcare, education, trade and market infrastructure across the county.

The budget estimates were approved during a sitting presided over by Speaker Charles M. Thiong’o after a motion was tabled by Budget and Appropriations Committee Chairperson Josephine Muongi and seconded by Julius Kahura.

Members of the County Assembly also passed the Appropriations Bill, which gives legal effect to the budget, and approved an additional Ksh8 million Emergency Fund report.

According to the approved estimates, the county expects to raise Ksh8.59 billion in own-source revenue while recurrent expenditure is projected at Ksh16.6 billion, bringing the total budget to Ksh25.17 billion.

Presenting the Budget Committee report, Muongi said the spending plan prioritises critical sectors that directly impact residents, including transport, healthcare, education and trade.

She noted that the budget underwent extensive review before approval. The estimates were tabled before the Assembly in May and subsequently subjected to scrutiny by sectoral committees and the Budget and Appropriations Committee. Public participation forums were also conducted across all 12 sub-counties, with residents’ views incorporated into the final recommendations.

Majority Leader Godfrey Waiyaki welcomed the budget, saying it addresses key concerns raised by residents, particularly the issue of pending bills and road infrastructure.

He revealed that the Finance and Economic Planning Department had committed Ksh1 billion towards settlement of pending bills during the 2026/27 financial year. He also praised increased allocations for access roads across the county.

Several MCAs welcomed the enhanced road budget, saying it would facilitate the construction and improvement of access roads in various wards. However, they urged the County Executive to speed up project implementation to ensure residents benefit from the approved allocations.

Murera Ward MCA Moses Ngatha praised the inclusion of market construction projects and the planned upgrade of Mugutha Hospital, saying the projects would have a direct impact on residents.

Despite supporting the budget, some MCAs raised concerns over delays in project implementation, bursary disbursement and settlement of pending bills. Others warned that ambitious revenue targets could place pressure on businesses if not carefully managed.

Riabai Ward MCA Hezron Mwangi attributed delays in development projects to procurement and finance bottlenecks, while Kiambu Township MCA Francis Koina called for faster payment of pending bills to protect suppliers and investors doing business with the county.

With the budget now approved, county leaders say focus shifts to implementation, expressing optimism that the allocations will accelerate development and improve service delivery across Kiambu County.
