High Court Upholds Cleophas Malala’s Removal as UDA Secretary General, Solidifies Hassan Omar’s Appointment

The High Court has confirmed the removal of Cleophas Malala as Secretary General of the United Democratic Alliance (UDA). This decision marks a key moment in the party’s leadership. Justice Bahati Mwamuye delivered the ruling on April 28, 2025. The court upheld the gazette notice that formalized Malala’s ouster and appointed Hassan Omar as his replacement.

UDA’s National Executive Council (NEC) decided to remove Malala on August 19, 2024. Weeks of internal wrangling led to this decision. Cecile Mbarire, the NEC chairperson, revoked Malala’s appointment as interim Secretary General. The council cited the need for leadership changes. Hassan Omar, then Vice Chairperson, stepped in as interim Secretary General.

Malala challenged his removal in court. The Political Parties Disputes Tribunal (PPDT) temporarily reinstated him. However, the High Court overturned the tribunal’s orders. Justice Mwamuye ruled that the gazette notice remains valid and binding. This decision solidified Omar’s appointment as Secretary General.

Malala’s tenure faced controversy. He alleged a fallout with President William Ruto over the impeachment of former Deputy President Rigathi Gachagua. Malala claimed his refusal to support the impeachment led to his dismissal. He also accused the party leadership of trying to weaken UDA by proposing structural changes, such as appointing two deputy party leaders.

The High Court’s ruling clarified UDA’s leadership structure. It reinforced the party’s decision to appoint Hassan Omar as Secretary General.
