Kiambu MCAs scrutinise 2026/27 budget plans

Members of the County Assembly of Kiambu have stepped up scrutiny of the proposed 2026/27 financial year budget, with departmental committees engaging County Executive officials over project implementation, funding allocations, and service delivery performance across the county.

The series of meetings, held last week, brought together various sectoral committees and county departments to review the status of ongoing development projects and examine the proposed budget estimates ahead of final approval.

MCAs raised concerns over delayed projects, underutilised allocations, and gaps in key service delivery areas, urging the executive to ensure timely completion and accountability in the use of public funds.

The Water Committee, chaired by Chania Ward MCA Hon. Joseph Mwangi Kibuu, expressed concern over non-functioning boreholes and inadequate water infrastructure, including pipelines and distribution networks. Members also questioned the adequacy of funding allocated to water projects in the proposed budget.

In response, County Executive Committee Member for Water, Mr. David Kuria, assured the committee that measures were being put in place to enhance efficiency in project delivery and oversight.

“We are going to conduct site visits to all water projects across the county to ensure they run smoothly and that the funds allocated are fully utilised,” he said.

The Trade Committee, chaired by Ngecha-Tigoni Ward MCA Hon. Samuel Ngaruiya, reviewed the status of 60 markets across Kiambu County, including ongoing construction works and procurement stages.

MCAs urged the executive to fast-track completion of markets that are already finished and ensure they are handed over to traders to boost local economic activity.

“We want equitable and equal distribution of resources in each ward, and the markets that are already completed should be opened,” said Ting’ang’a MCA Hon. Lawrence Mwaura.

Meanwhile, the Sports Committee, led by Gitithua Ward MCA Hon. John Kamande, deliberated on the construction of basketball courts, renovation of stadiums, and distribution of sports equipment to schools and teams.

Sports CECM Mr. Osman Korar assured the committee of accelerated implementation, including distribution of sports gear within the set timelines.

“We are going to build new basketball courts in the allocated wards and ensure that within the next 14 days, sports gear and equipment are distributed,” he said.

Other committees, including Roads, Public Works and Infrastructure, Public Service and Administration, and Finance and Economic Planning, also held sessions to assess departmental progress and budget alignment with development priorities.

The committees resolved to continue monitoring projects across the county to enhance accountability and improve service delivery for residents.

The Budget and Appropriations Committee has since entered the second day of departmental budget hearings. Once complete, the committee will compile its report and table it before the House for consideration and adoption as part of the 2026/27 budget approval process.
