CS Duale unveils Ksh660 monthly health plan for vulnerable Kenyans under new Social Health Authority scheme

Health Cabinet Secretary Aden Duale has announced the introduction of a new health insurance plan designed to support vulnerable Kenyans under the Social Health Authority (SHA).

Speaking before the National Assembly Departmental Committee on Health on Tuesday, October 14, Duale said the initiative is part of the government’s plan to ensure that low-income households gain access to essential healthcare services.

“To further expand access for vulnerable populations, SHA is implementing a flat-rate premium of Ksh660 per month for each indigent person identified in collaboration with the Ministry of Social Protection,” the CS said.

He encouraged philanthropists, development partners, and well-wishers to support the initiative so that more Kenyans can benefit from the subsidized program.

Duale noted that the government is also investing heavily in digital health infrastructure to improve accountability and service delivery within the SHA system.

According to the Ministry of Health, the Digital Health Agency (DHA) is working with the National Registration Bureau (NRB) and biometric providers to strengthen system security, enhance identity verification, and streamline access to health services.

“This digital integration will eliminate the need for OTP whitelisting and introduce a tiered ICT support system,” the statement read.

On emergency medical services, Duale revealed that a Joint Technical Committee has been established to develop a national ambulance and referral framework. The team includes representatives from the Ministry of Health, SHA, the Council of Governors, DHA, the Emergency Medical Kenya Foundation (EMKF), Safaricom, and the Kenya Medical Practitioners and Dentists Council (KMPDC).

“We want a seamless system that ensures coordination between national and county governments in emergency response and ambulance services,” he explained.

The announcement comes a week after the Ministry of Health integrated mental health services into the national insurance benefits package through SHA.

Speaking during the 2nd National Mental Health Conference 2025, Duale said the move was part of ongoing reforms to make mental healthcare affordable and accessible across Kenya.

“Through the Taifa Care Model and SHA, quality mental health services are now included in the national insurance package,” Duale said.

He also urged collaboration among national and county governments, learning institutions, civil society, and faith-based groups to build a more inclusive national response to mental health challenges.

The Ksh660 monthly plan, alongside the digital and mental health integration, marks a new phase in Kenya’s healthcare reform agenda one aimed at delivering affordable, inclusive, and technology-driven healthcare for all Kenyans.
