The Nairobi City County Government has issued a 60-day deadline to property owners with unpaid or undeveloped plots, warning of repossession and reallocation if they fail to comply.
In a public notice, the Head of County Public Service, Godfrey Akumali, said the directive targets plots located in site and service schemes, regularised informal settlements, and county land infills across Nairobi.
“It has come to the attention of the Nairobi City County Government that there are several plots within Nairobi City County Site and Service Schemes, Regularised Informal Settlements and infills (county-allotted land) which remain unpaid for and undeveloped contrary to their conditions of offer,” Akumali said.
He emphasized that the land in question was allocated with specific intentions, to meet the evolving needs of urban communities — and should not be left idle or used for speculation.
“Moreover, county-allotted land is offered under clear terms and conditions which, among other things, require the beneficiaries to pay all stipulated plot dues and carry out permissible development within 24 months of offer,” he said.
Akumali noted that when land is neither paid for nor developed, it violates allocation terms and fails to deliver on its intended purpose, making it economically inefficient.
Affected owners must now clear all outstanding payments and submit building plans for approval within 60 days from the date of notice. Those who fail to comply risk losing their plots without any further correspondence from the County.
“Failure to pay for the plots and submit building plans as herein advised will lead to their repossession and re-allocation by the county government without any further reference to them,” the notice stated.
Plot owners with valid leases or certificates of lease, but whose properties are missing from the county’s Valuation Roll, have been directed to visit designated sub-county valuation offices for help.
These offices are spread across five sub-counties: Embakasi East, Embakasi Central, Embakasi West, Kasarani, and Embakasi North.
In Embakasi East, the office is located at Embakasi Social Hall in Embakasi Village. For Embakasi Central, it is situated along Spine Road near Kayole 1 stage. Owners in Embakasi West have been directed to the sub-county offices at Umoja I. In Kasarani, the relevant office is located at Ruai Customer Care Centre within the Njiru Deputy County Commissioner’s compound. For Embakasi North, plot owners can visit the Dandora Phase 1 office.
In a significant policy shift, the County also announced that from January 1, 2026, it will phase out plot numbers for the purpose of land rates billing. All payments will be tied to official parcel numbers.
To support this transition, technical officers will visit developed plots to label property gates or doors with the corresponding parcel numbers.
“Property owners are requested to cooperate,” the County urged.
