Kenya Ports Authority to raise Mombasa port service tariffs from September 15

The Kenya Ports Authority (KPA) will increase tariffs for a range of services at the Port of Mombasa starting September 15, 2025, in a move likely to raise the cost of importing goods into the country.

In a notice issued Tuesday, August 12, KPA Managing Director Captain William Ruto said the revised charges, which will rise from Ksh3,000 to Ksh15,000 for some services, cover marine operations, ship dues, shore handling, and storage.

Captain Ruto said the adjustments are in line with KPA’s mandate under the KPA Act of 1978. He noted that the new rates were developed after consultations with stakeholders in Kenya and across the East African region, replacing tariffs set in 2012.

“KPA wishes to notify its customers that it has completed the process of reviewing charges for services rendered to vessels at its seaports and to cargo consignments and obtained the requisite approvals for implementation,” Captain Ruto said.

He added that the KPA Tariff 2025 edition will take effect from September 15 and can be accessed via the Authority’s website. Customers with concerns have been encouraged to provide feedback through KPA’s online portal or official email.

While the announcement marks a significant change for the maritime sector, it has drawn criticism from industry players. The Kenya Transporters Association (KTA), led by Chairperson Newton Wang’oo, warned the hike would impact not only Kenyan importers but also regional trade partners, potentially sparking retaliatory measures.

Before announcing the new structure, KPA held consultations in Mombasa and Nairobi, as well as with stakeholders in Kampala and Rwanda. The tariff review was based on recommendations from Maritime Business and Economic Consultants, a firm reportedly linked to former KPA executives.
