Kenya governors review landmark model bills to strengthen agriculture, cooperatives, and livestock development nationwide

Governors from Kenya’s 47 counties convened for the second day of the devolution symposium, focusing on key initiatives including the Affordable Housing Program, the Social Health Insurance Scheme, and sectoral legislation to strengthen county governance.

During the session, the Council of Governors examined three landmark Model Bills the County Livestock Development and Animal Health Bill, 2025; the County Cooperative Development Bill, 2025; and the County Agriculture and Crops Development Bill, 2025. The bills are expected to streamline regulations, improve service delivery, and promote sustainable growth in vital economic sectors.

The Council resolved to harmonize legislative frameworks across all counties, develop operational frameworks for Farmers’ Training Centers, and roll out standardized curricula to enhance skills and capacity at the county level. Once validated by sector experts, the bills will be disseminated to counties with technical support to ensure effective implementation aligned with national priorities.

This move signals a strategic effort to unify county operations, boost sectoral productivity, and provide practical solutions tailored to local contexts.
